Reap SMS Notification Program

Reap partners with skilled nursing facilities to help families and responsible parties complete Medicaid applications for their loved ones. As part of this service, Reap sends SMS document request notifications to designated responsible parties on behalf of partner facilities.

How responsible parties opt in

Consent is collected by the facility's Business Office Manager (BOM) during the standard intake conversation with the responsible party at the time a resident is admitted or a Medicaid case is opened. The BOM speaks with the responsible party by phone or in person, confirms the recipient's mobile number, and obtains verbal consent to receive SMS document request notifications.

The BOM then attests to this consent within the Reap platform at the moment of sending the first SMS to a given contact. The platform records the BOM's attestation along with a timestamp, the exact consent language, and the recipient's phone number.

Responsible parties may also opt in (or re-enroll after a prior opt-out) by texting START or YES to the campaign number.

Recipients can opt out at any time by replying STOP and can request information by replying HELP. Opt-out applies across all facilities and residents.

How consent is captured in the platform

When a Business Office Manager (BOM) at a partner facility sends the first SMS to a contact, the Reap platform displays a required attestation that the BOM must confirm before the message can be sent.

By checking this box, the BOM confirms that they:

The exact attestation language reads:

“I confirm that I have spoken with [Contact Name] at [Phone Number] and they have agreed to receive SMS document request notifications from [Facility Name] regarding [Resident Name]'s Medicaid case. I confirmed that they understand message frequency varies, message and data rates may apply, and they can reply STOP at any time to opt out.”

The Send action is disabled until the BOM checks this box. The system then records the BOM user ID, a timestamp, the recipient's phone number, the exact attestation language, and the contact, resident, and facility identifiers as a permanent consent record retained for at least four years.
